You must be an active farmer carrying out an agricultural activity on at least three hectares of eligible land to be able to apply for and activate Basic Payment Scheme payment entitlements in 2015.

You should use this route if you fall into either of the following categories:

  • farmers who have never held (owned or leased-in) Single Farm Payment Scheme payment entitlements in Scotland, England, Wales, or Northern Ireland and can prove production on 15 May, 2013
  • farmers who did not receive a Single Farm Payment Scheme and / or Scottish Beef Scheme payment for the 2013 scheme year in Scotland, England, Wales, or Northern Ireland but were producing fruits, vegetables and potatoes, or cultivating vineyards on 15 May, 2013

Under European Commission regulations, Basic Payment Scheme entitlements can be allocated to farmers who can prove production in 2013 as follows:

Production of fruits, vegetables and / or potatoes in 2013

If you did not receive a 2013 Single Farm Payment in Wales, England, Scotland or Northern Ireland, but can prove on 15 May, 2013 you were producing at least three hectares of:

  • fruits
  • vegetables
  • ware potatoes
  • seed potatoes
  • ornamental plants

Agricultural Activity in 2013

If you have never held (owned or leased in) Single Farm Payment Scheme entitlements in Scotland, Wales, England, or Northern Ireland but can prove production on 15 May, 2013 through:

  • harvesting
  • milking
  • breeding and / or rearing animals
  • keeping animals for farming purposes
  • other

Cultivating Vineyards in 2013

If you did not receive a 2013 Single Farm Payment Scheme and / or Scottish Beef Scheme payment in Scotland, England, Wales or Northern Ireland, but can prove on 15 May, 2013 you were:

  • cultivating vineyards on at least three hectares of land

Documentary evidence must be provided to prove that you were producing or cultivating on 15 May, 2013. For example:

  • census returns
  • flock or herd records
  • crop records
  • farm accounts
  • seed receipts
  • milk quota records
  • milk recording records
  • sales receipts
  • veterinary evidence
  • agronomist reports
  • membership of producer organisations

All supporting documentary evidence must be submitted with your Allocation of Entitlements application by 15 May, 2015 at the latest.

Any documentary evidence submitted after 15 May, 2015 and by 9 June, 2015 will attract a late claim penalty.

Any documentary evidence submitted after 9 June, 2015 will not be considered.

If you are successful in applying through this route you will be allocated a number of Basic Payment Scheme payment entitlements.

These will be equal to the number of eligible hectares that you declare on your Single Application Form 2015 and are at your disposal on May 15, 2015.

The value will be calculated based on the value of any payment entitlements held for the 2014 scheme year. It will move in five equal steps to the final rate per payment region in 2019.
