Introduction to LPIS and its purpose

Land Parcel Identification System (LPIS) is the Scottish Governments bespoke web based geographical information system for registering and maintaining agricultural land in a multi layered geospatial environment. The system is not a land register, it only captures land boundaries which are either eligible to be claimed against for grants or subsidies and for providing land parcels for managing the movement of livestock and animal disease.

The LPIS provides spatial information for the Rural Payments and Services system (RP&S) to enable it to calculate accurate entitlements and payments for claimants. The new functionality allows external customers to view information on their farms graphically and submit changes online.

LPIS is made up of four elements:

  • Management system covering user account management, case management, system reports and code-list management.
  • Graphical Editor for maintaining and updating land parcels on LPIS.
  • Internal Viewer for Scottish Government staff to view, search and interrogate information held on each business and associated land parcels.
  • Map Viewer for land owners and agents to view, search and interrogate land parcels they are mandated to access.

Internal users

Internal users depending on their roles have access to the management system, graphical editor and internal viewer. They can access all information held on LPIS.

External users

External users depending on their mandates have limited access to information held on LPIS via the map viewer. They are able to use the map viewer to submit land changes and ecological focus area updates graphically online via a graphical editor.
